Consultations

The Gambling Division undertakes consultations on proposed rules, codes of conduct, guidance and other regulatory matters.

Consultations provide licence holders and other interested stakeholders with an opportunity to comment on proposed measures before they are finalised. Unless otherwise stated, consultations are conducted in accordance with the Gambling Division's Consultation Arrangements.

Consultation on the Draft Safer Gambling Code of Conduct

The Gambling Division invites comments on the draft Safer Gambling Code of Conduct for Remote B2C Gambling Operators. There is also an Appendix of provisions relating to safer gambling which will be included in a forthcoming Remote Technical and Operating Standards Code (which will also be subject to consultation) but are included here for ease of reference and early consideration together with the Safer Gambling Code.

The purpose of this consultation is to obtain the views of Gibraltar licence holders and other interested stakeholders before the Code is finalised. Responses received during the consultation period will be carefully considered and may inform amendments to the draft Code.

The Gambling Division welcomes comments on any aspect of the draft Code. Respondents are encouraged to provide reasons for their views and, where appropriate, suggested alternative wording.

This consultation is primarily intended for Gibraltar licence holders, although comments from other interested stakeholders are also welcome.

Responses should be submitted by 9 October 2026 to gamblingregulators@gibraltar.gov.gi.

This consultation is being conducted in accordance with the Gambling Division's Consultation Arrangements. Respondents are encouraged to familiarise themselves with those arrangements before submitting their representations.
